I just published updated and recompiled builds of the Mankua plugins package for recent 3ds Max versions on github. Those releases provide plugin builds for 3ds Max 2008 up to 3ds Max 2022. Please note: these are my own updated forks and builds of the Mankua source code originally published on github by Mankua/ David Baker from maxplugins.de.
To my knowledge, Texturelayers never was updated/recompiled for more recent 3ds Max versions, while Powerstamper, Stress and UVWFrame recompiles up to 3ds Max 2020 already were available on maxplugins.de.

Some additional Notes:
- The builds are not extensively tested and may crash. Those crashes happen with the maxplugins recompiles too BTW
- Stress does not produce correct results when using a more modern renderer than Scanline or crash 3ds Max ( eg. when using Arnold )
- Powerstamper crashes when its done stamping.
- Texturelayers is missing two extra plugins, as their code has not been published ( Viewtools and UVViewport )

It did’nt reach a stage to make it publicly available and i stopped working on it back in 2016
